Well there's your problem.

 

 

Run the server with more allocated memory like so:

java -Xmx2G -Xms2G -jar minecraft_server.jar nogui

What are the specs of the server?

 

Its entirely possible that it just doesn't have the RAM or the processing power to run something as resource intensive as TFC.

I might be wrong but

 Operating System: Windows 7 (x86) version 6.1

is probably not allowing to use more than 2GB RAM for Java

because of the way this line looks

Using

-Xmx1024M -XX:PermSize=256m -XX:MaxPermSize=512m
might solve the problem somehow.

just under 1.5G is were java will have a hissy fit on a 32 bit OS. I use 1400M which seems to be the exact amount where my system says no more.
