Quick Chisel Suggestion

I was using the chisel without it working to create slabs, etc; I googled and found out that you need a hammer. But the other tools like the gold pan explain why they wont work wherever, could it be possible to add something like this to the chisel - like when you try to use it without a hammer it would say "You can't create slabs/stairs/smoothing without a hammer in your quickbar"?
